As you can see the arguments go round in circles as they try to wear down the victim. All that they have to do is to explain their policies. They do not like foreign transactions because they have been hit so many times by fraudsters. So they will not do business with Asia or Africa and especially not Nigeria. They need only to admit this and so save everybody a lot of trouble.

So far you have not responded to this matter.
I have contacted my credit card company who inform me that the procedure in
cases of disputed transactions
is for the cardholder to contact the merchant and to request a refund.
In the absence of a response from the merchant they will instigate a refund
themselves
and the amount will be deducted from your merchant account.

There is one further matter that you might be able to help me with.

Yet paypal have managed to circumvent the regulations of Thailand and take
US$1.95
from my Barclaycard account knowing that the data came from suspected
unauthorised activity.
This has happened twice.
Please could you again circumvent the regulations of Thailand and refund
US$3.90 which
has been taken from my Barclaycard in response to a suspected unauthorised
activity.
i.e. access to my Paypal account from Thailand.
My account has never been unblocked.
I have never been able to make a payment for a purchase on Ebay
which is why I started this process.

I spend most of my time in Thailand
I am English
I have an English address
I tried to log into my account from Thailand
there is nothing very suspicious about that
I can establish my identity
but then the problem will remain
you will not allow me to access my account from Thailand
nobody else seems to mind
i.e.. bank account, credit card etc only you
so is there any point in my contacting you further

I have already told you that I will send you the fax but that it will take 2
weeks
and that I do so only to clear my good name

in the meantime I am concerned about being lied to and deceived
you are soliciting sensitive financial information from me
and not for the purposes which you state
I already have hard copy from you that if I send you the information you
request
you will unblock my account
yet now I hear that if I fax you the information you will start the appeals
procedure
I am not yet charged with any offence about which I need to appeal

you at liberty to offer or refuse your services to whoever you wish
and you do not need to state the reason

you are not at liberty to lie to me and to deceive
I am particularly worried that I have given you sensitive financial
information
which you pretend not to have received

I have contacted my bank first direct to see what further steps can be taken
against your operation
I am about to contact my credit card company Barclaycard to see what steps
they can take

I shall be contacting the data protection agency to make a complaint about
your operation
you are collecting information about me and storing it on a computer system
and not for the purpose for which it was provided
I wish to see a copy of that information

I do not wish to have my good name and financial reputation damaged
by an operation like yours

you do so knowingly and not in the misleading fashion as in the past

Thank you for using eBay's webform to write to us regarding this 
situation. In order to assist you as quickly as possible, we are 
providing you with an automated response to the question you have 
selected regarding feedback. While this is quite a long email, there is 
some valuable information on feedback that may immediately address your 
concerns. There's also information at the end of this email on what to 
do if you've received a comment you feel is undeserved.

HOW TO LEAVE FEEDBACK:

1. Click on the "site map" link found at the top of all eBay pages. 

2. Scroll down to "Leave Feedback on a member" located under the 
"Services" column, towards the bottom of the list.

3. When the "Leave Feedback about an eBay User" page opens, enter the 
information requested, and that's it! (You have 90 days from the end of 
the auction to leave feedback.)

Feedback is not mandatory and it can be left anytime after the auction 
has ended; but it's important to ensure you're satisfied with the 
completed transaction BEFORE you leave positive feedback. If you're not 
satisfied, we recommend you amicably try to work things out with your 
trading partner before leaving negative feedback. There is more 
information about leaving negative feedback towards the end of this 
email.

HOW FEEDBACK SCORES ARE CALCULATED:

For the most part, a positive comment will increase your feedback rating
by one, and a negative comment will decrease your rating by one. There 
is one exception. If you receive multiple comments by the same user, 
your overall score will not be affected - it would only count as one 
point towards your total score. This policy helps prevent a member from 
falsely inflating their feedback scores, and it prevents one member the 
ability to damage a feedback profile by leaving multiple negative 
comments. In general, having this policy makes the feedback tool more 
reliable as each feedback point is earned from a different member's 
experience.

UNREGISTERED USERS AND FEEDBACK:

If your trading partner has recently become an unregistered user, you 
will be unable to leave feedback. However, if the member's registration 
is re-activated within 90 days of the auction's end, the item will be 
listed in your pending feedback file and you will be able to leave your 
comment at that time. If you haven't completed the sale with the member 
that's now unregistered, we suggest that you not complete the sale but 
that decision is at your discretion.

INCOMPLETE TRANSACTIONS AND FEEDBACK:

If your trading partner has not completed the transaction, although eBay
recommends that you leave the appropriate feedback, whether you decide 
to leave feedback is up to you. If you're a seller and your buyer is not
going to complete the transaction, you can go through the non-paying 
bidder / final value fee credit process before leaving feedback. This 
process may allow you to work things out with your buyer and could 
result in positive feedback. To start this process, please use the

REMOVING OR EDITING FEEDBACK COMMENTS:

The feedback you give is permanent. Feedback cannot be edited and in 
most circumstances, it cannot be removed. Because you can't edit a 
response, if there's something you want to change then you may consider 
leaving a follow-up feedback comment by following the steps below:

1. Click the "Services" button at the top of any eBay page.
2. Click the "feedback forum" link that will appear below the Services 
button.
3. On the "Feedback Forum" page, scroll down and click the link "Review 
and follow up on feedback you have left about others."
4. Next, select the number of feedback comments you want to review and 
click "View Feedback."
5. On the following page, click the "Follow-up" link to the right of any
comment for which you want to leave a follow up.

If you feel that a feedback comment should be removed, you will need to 
contact our Rules and Safety department with the link below. That link 
will take you to eBay's feedback removal policy. After reviewing that 
information, there will be an option to contact Rules and Safety for 
further investigation.

LEAVING NEGATIVE FEEDBACK

Some retaliatory feedback is a result of a misunderstanding between a 
buyer and seller so it's important to make sure you've tried to clear 
things up before leaving negative feedback. Please remember that eBay 
cannot prevent someone from retaliating when you leave a negative 
feedback comment. Fear of retaliatory feedback is an understandable 
concern. However, the feedback system is set up in such a way that 
retaliatory comments are easily apparent. When a potential trading 
partner sees that you have a large number of positive comments mixed in 
with a negative comment or two, the positive comments will always 
outweigh a negative comment.

If you're a buyer and you've sent money but haven't received the 
expected item and want to leave negative feedback, please let our Rules 
and Safety department know so we can investigate the situation further.

I did get a different error message on one of my many attempts
it said that my password was wrong
I have tried changing it many times
back to what it ought to be

it would be helpful if you could admit that there ever was a problem
and that you ever blocked my account
for I know that you did and I know why
but that should be history by now

I would like to clear up this matter
and in the meantime will use another service provider
with whom the whole process of sending money was completed in only 5

since your explanations simply do not add up
I did get a different error message on one of my many attempts
it said that my password was wrong
I have tried changing it many times
back to what it ought to be

it would be helpful if you could admit that there ever was a problem
and that you ever blocked my account
for I know that you did and I know why
but that should be history by now

I would like to clear up this matter
and in the meantime will use another service provider
with whom the whole process of sending money was completed in only 5
minutes!
so why cannot you do the same for me?

There is one further matter that you might be able to help me with.

As stated above:-

Yet paypal have managed to circumvent the regulations of Thailand and 
take
US$1.95
from my Barclaycard account knowing that the data came from suspected
unauthorised activity.
This has happened twice.
Please could you again circumvent the regulations of Thailand and refund
US$3.90 which
has been taken from my Barclaycard in response to a suspected 
unauthorised
activity.
i.e. access to my Paypal account from Thailand.
My account has never been unblocked.
I have never been able to make a payment for a purchase on Ebay
which is why I started this process.
